iPad pro apps not downloading

I cannot download several apps that are usually included with Apple products. These include iMovie, Garage Band, Keynote, etc. I get a dialog box telling me that the device is "Unable to install iMovie" (for example) and that I must view it in the App Store. I go to the App Store and instead of a download button, there is a solid blue square with a faint gray circle around it. This usually indicates a download in progress, yet no progress happens. I do not know what to do. A solution would be greatly appreciated. Thanks.
