Won’t boot up

I can’t get the computer to boot up. I unplugged it when I saw there was a new user added to my computer. I know , not a good move but now what?

iMac 21.5″, macOS 10.13

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?
