How to get my US iPhone 11 ( bought from Best Buy USA) to work with Canadian Plan SIM card now that I moved to Canada. Tried everything, Best Buy won’t do anything for me. Once a SIM card is put into your phone it will only work in that country???

Thanks for posting! Sounds like you're trying to use your new iPhone with a different carrier, do we have that right? Was it purchased unlocked or with a specific US carrier? If purchased with a specific carrier, you would need to get that device unlocked by the carrier. Check out this article: How to unlock your iPhone for use with a different carrier.
If it was purchased unlocked, you'll need to restore your iPhone using iTunes or Finder on the latest macOS: Restore your iPhone, iPad, or iPod touch from a backup.

Either Google is mistaken or you haven’t followed through with the steps to unlock your phone. See this Apple support article—>How to unlock your iPhone for use with a different carrier - Apple Support
Best Buy does not sell unlocked iPhones. The phones they sell will lock to the first US carrier they are used with. If you didn’t activate it in the US it cannot be used outside of the US. If you did activate it in the US you must ask the carrier you used it with to unlock it.
My carrier is google fi and they claim it is unlocked

You need to unlock iPhone. Provide IMEI number , country name and sim carriers name.
