recently deleted notes

I recently deleted important notes from my "Notes" app. I do not have a recently deleted folder. how can I recover this? My phone is an iPhone XR

If you were syncing Notes with iCloud, if you go to iCloud.com/Notes using a computer browser, do you see a Recently Deleted folder there?

If you weren't syncing note with iCloud, do you have a backup you can restore from? Restoring from a backup erases all data currently on your device. Any data newer than when the backup was made will be erased. A restore is an all or nothing restore. You can't access a backup and only restore certain files.

Backup - Restore your device from an iCloud or iTunes backup.
