iCloud backup not restoring photos

My iCloud backup seems stuck, it restored all of my apps, notes, etc. However, I only seem to have photos from the past couple weeks. iCloud backup says it has 101.57 GB of photos and messages to restore but it hasn’t even restored .01 GB in the past hour. What should I do?
