If I bought an apple watch 5 in Russia (in 2020), but I move to Poland, will the ECG function work in Poland?

No and here's why;

For the ECG app to work on your watch the ECG app has to be approved by;

A. the government of the country in which the watch was bought and

B.the government of the country in which you reside.

I mean, if I live in Poland, but I bought a watch in Russia, the function won’t work until it’s in Russia, right?

No it won't work in Russia because the government haven't approved it yet.

It has been approved in Poland but not in Russia.
