Why does my iPhone say it has used up 4.5gb out of 5 and is running out of storage but I have a 128gb iPhone se 2020?

iCloud storage and device storage are two separate entities. When you choose to use iCloud storage, it not only stores the data in the cloud but also it stores a smaller footprint of the data on your device as well which does not make it a true cloud-based solution unlike Dropbox or Google Drive/Photos.
