My iphone xr is not working anymore

My iphone xr is not working anymore and it's not even 2 years old, i cant open apps, make calls or recieve texts. Can the apple tech fix my phone or do i have to get a new phone?

Try to restore your phone using iTunes and try also contacting your network provider about the issue of not able to make call or receive text.
