How to transfer Apple Care from an iPad to a Macbook

I'm pretty sure that you can't transfer AppleCare from one device to another. Apple can transfer coverage from one device to a new device when they replace it. And you can transfer as between owners, in the event you sell your device and it has coverage remaining, which I have done now and then and is really cool. But my understanding is that AppleCare is specific to the device, both in terms of price and coverage. Check your Terms & Conditions to confirm.

You are correct. AppleCare+ cannot be transferred from an iPad to a MacBook.

You can't do that. What you can do, is cancel the AppleCare+ plan you paid for on the iPad and if you paid in full for it up front, Apple will refund you the unused portion of the plan back to the payment method you used when you bought it.

Then, if the Macbook Air qualifies for an AppleCare+ plan, which means you purchased it less than 60 days ago, you purchase an AppleCare+ plan for the Mac. If however, you have owned the Macbook longer than 60 days, you cannot add AppleCare+ to it.
