Apple watch 5 Passcode option is greyed out

I want to turn on my passcode on my watch but that setting is completely greyed out. I tried it on the watch app on my iphone 8 but it is also greyed out. Both softwares are up to date. I can only toggle the wrist detection.

I also did a reset on the watch but it did not work.

I just bought my apple watch series 5 and set up it up from a watch backup series 2. The old watch (series2), passcode setting working properly. Please help. Thank you

Thank you for the reply. I called tech support, my content and privacy on the Screen time option was the problem. The passcode change was on the “don’t allow’ option. That solved it.
