my new mac book air looks like it's rebooting, then stops and starts all over again, but computer does not turn on

Resetting NVRAM could solve the issue.

If it doesn't help, contact Apple support or if your neighborhood retail Apple Store is open, make Genius Bar reservation or take your MacBook Air to opened Apple Authorized Service Provider to be examined it.
