My employer gave me my corporate ipad when i retired. the tech guys 'wiped' and we did a 'new' set up...but the ipad still shows it is 'supervised' by my ex employer. how do I/they eliminate that 'supervision'?

If everything was released properly, you can simply wipe the device and start again without supervision. If that fails and Remote Management pops up, then your employer needs to release the device from their MDM+Apple Business Manager.

only the IT person at your former corporate office can answer that question.
So you will need to get in touch with them.
You’ll have to contact your IT/tech guys. Have you signed in on the device using your Apple ID?
