Blocked Callers

I was getting spam calls from a couple of numbers consistently, so I added them as contacts and blocked them, but their calls are still getting through. Why is this happening, and how do I stop it? I'm not understanding what the point of the block function is if I still get interrupted by the calls.

It because the spammer is "spoofing" the phone number to make it look like they are using that number you blocked but are calling from a different number.
