restricted account

how to access my account to be Abe to download apps, make purchases, etc... ? I am being denied access to my account and the message saying my account is restricted pops up. I tried to rest my password, change payment options, and none of the following have worked.

iPhone 11 Pro Max, iOS 13

If your account is disabled in iTunes you will need to contact apple to be able to unlock it.
