For a long time my daughter shared my iPad because I didn't feel she was mature enough to have one of her own. I recently got her one and I would like to be able to move all the games she liked (which I didn't play) to her new iPad/Apple account. Is there any way to do this without me having to repurchase all the games for her? I really don't want them on my device anymore since I don't play them.

The best you can do is to set up family sharing between the IDs to share purchases made with them. See:

You both will be able to access the purchased items. You can't gift a purchased app. I am not sure about your deletion question. But, I see no need for you to delete a purchased one.
If I set up family sharing then do I have to have the game on my device? Does it disappear from her's if I delete it from mine? Can I gift an app I already purchased to a new ID?
