Apps paid downloaded for child, who is now an adult

Child is now in college with their own Apple ID and payment. We recently upgraded her phone, can we not transfer their instagram and snapchat accounts(which are under her email) to her new phone? We can't even get the apps to download on her new phone, even with my Apple ID.

What are we missing?

You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
