is there a way to restart the bluetooth service on Catalina, without a reboot? Sometimes I need to reboot, to get the Mac to connect to my AirPods.

Take a look at this thread: https://apple.stackexchange.com/questions/251842/how-to-restart-bluetooth-service-from-command-line
Catalina has a bluetoothd process mentioned in the thread. Maybe you can manage to restart the daemon without rebooting.
Shift-Option on the Bluetooth menu bar icon gives you access to a Debug submenu. There you find a Reset option, though, not a restart.
