When i first turn on the new phone the vibrate works (i move the switch for silent on and off). once I input my apple ID the feature stops working. I reset the phone and turn it back on and the vibrate works again. once i input my apple Id and it connects, the vibrate stops working again.
No changing any of the settings makes it work again.

I know you say you've played with settings, but just to be sure..
If you go to Settings > Sounds & Haptics you have the switch turned on for 'Vibrate on Silent'?
Then if you further go into other stuff.. like in Ringtone and Text Tone you can see a Vibration menu at top.. that's not set to None?
