Can't get into IPhone X because there is a green bar on the left side of my screen

I turned on my phone this morning and on the left of the screen there is a big green bar. It takes up about a third of the screen and I can't get into my phone because I can't type my pass-code. I can't turn on voice control because I restarted my phone, so Siri doesn't work. I was wondering if there is any way to fix this myself or do I have to go to the apple store. If so, how much would it cost to fix it?
