I am paying .99/mo AND $9.99/mo for iCloud storage and yet I don’t see how to manage my storage - HELP, PLEASE

I am paying for the 99 cents monthly extra iCloud storage and $9.99 monthly plan for iCloud storage to help keep my iPad storage freed up and yet I cannot manage to put my photos there and therefore continue to fun out of space.

iPad Air 2, iPadOS 13

I'm not following how you could be paying for two separate iCloud storage subscriptions unless you have two separate Apple ID's, but it sounds like you may have an issue with storage space on the device itself, in which case see the following --
