My messenger app flashes when I tap on it, goes off. I have uninstalled, installed, turned off the phone. Nothing works.

When I click on the Messenger app on screen on my iPhone 10, it flashes and goes off. I uninstalled, installed, have turned off the phone a few times, nothing works.
