Fleet IPAD Deployment Kiosks without Apple ID

What is the best way to deploy a fleet of IPADs for Kiosks?

We want the users to be able to access a few apps and we need WIFI and Bluetooth communication. We have tried using Scale Fusion as the MDM and Apple Configuration 2 to enable the Supervision but we are constantly getting prompted for an Apple ID. When we add the company Apple ID a prompt goes to all the other devices with that ID and this will not work getting this prompt sent to all the other Kiosks.

This setup is driving us crazy and we could really use some pointers on how this should be done.
