Is the iMac mid 2011 not able to be upgraded to Mojave. High Sierra is on now but it doesn't seem to want to upgrade to Mojave.

No. Mojave requires a 2012 or newer Mac(or a 2010 desktop Mac Pro upgraded with a Metal-capable graphics card).
