To add, also, based on your images of that iPad and the size of the surrounding screen bezels, you purchased an 8 or 9-year old iPad, which even if you get this iPad working again, you will never get ANY apps for it now, in 2020, as there are no more older, compatible, popular third party iOS Apps for this old an iPad, any longer!

If you decide to purchase another iPad model and must purchase older, used iPad models, DO NOT look at anything older than a 2014 iPad Air 2 or 2015 iPad Mini 4. ( newer iPad models will have thinner screen bezels ).
Both of these models are the oldest iPad models that the up and coming iPadOS 14 will support, in the Fall of 2020.
If you must purchased used devices from unknown sources, you must ask A WHOLE LOT more questions of the iOS device seller, ask for more photo/images, ask if the iPad has user/iCloud activation lock and ask for photos/images/short video proof, ANY REAL, UNQUESTIONABLE PHYSICAL, VISUAL PROOF, that such an iPad has been reset to factory settings and shown proof of the iOS device's start up screen showing the animated, moving, multi-language “Hello” Welcome to iPad screen.
If the iOS device seller is unwilling to do all of this to show you that the iPad, in question, is ready to use with no barriers to new user activation and use, pass on the iOS device and look at other iOS device sellers, elsewhere, who will be more accommodating to answering questions and providing visual image or video proof of a proper factory reset iPad.

You purchased a used iPad which is likely tied to Managed Software. There appear to be a number of certificates tied to this iPad. Without the credentials to remove the certificates, the device is likely unusable.
You likely wasted your money unless you can get in touch with whoever you purchased the iPad from.
Is the App Store on the second page?
Above the settings app there are two dots at means there are two pages with apps, on, if you swipe right to left is should go to the second page
Problem is all the apps its locked by wolt apps only
So what is on the second page of the iPad?
As the App Store can not be deleted from an iPad
Maybe your best just resetting the iPad to factory settings
