phone not allowed?

recently purchased an iphone XR on was on the Telus network, worked fine. Switched over to Fido and my phone now cannot find network. my sim card is good and works on other phones (tested). Called Apple, did a complete factory reset and confirmed phone is now unlocked. But the issue is still relevant and unable to use my phone.

Lost for words!
