There seems to be no quick way to toggle this feature on and off. Such a toggle would be very useful. Going several navigation levels into settings is quite cumbersome. I even dove into Automator and couldn't make an action to do so.

In Voice Control preferences click on Commands button. Search for "voice control." There are two related commands. The first one is already checked. The second one is unchecked. In addition to those there is a "sleep" command and a wake up command. As well, you can use the microphone activity gadget to put VC to sleep or wake it up.
