iCloud stuck at 1%

My phone is showing that the storage is full although I have an iCloud plan with 1TB and I'm not even close to using this space.

I keep deleting things off my phone, and it still shows that it's full.

I've tried installing software updates, restoring my phone, manually backing up my phone, but nothing is working.

If anyone has any advice, I would be forever grateful because my phone is now extremely glitchy and I can't open apps without them crashing.
