Storage full not functioning even though available space

i have a new 11 plus pro. 64GB only 62.5 GB used, I upgraded to 2T iCloud storage. Backed up my phone, restarted it. Still saying iPhone storage full. It won’t let me delete anything, my apps aren’t working, can’t receive or send text, and phone just won’t operate. What do I do? I’ve watched tutorials and nothing is working, once it’s fully charged it continues to re install everything I’ve tried deleting, and technically I still have available storage but won’t work.
