iTunes Home Sharing?

Is there a way to enable iTunes Home Sharing?

I am guessing the answer is "no", but it doesn't hurt to ask if there is a work around somewhere.

The support docs I can find exclusively mention to turn on Media Sharing in the Preferences, but High Sierra does not have that.

I have an older Mac, so High Sierra is the latest OS upgrade I can make.

That worked.

I had turned on Home Sharing in the Preferences, but like you say, there is another "turn on Home Sharing" under the File menu that I didn't notice before.

I selected that one, and after the account password login, the Remote app on my iPhone can use the iTunes library on my Mac.

(More importantly, my 2nd Gen AppleTV that I dug out of storage can stream from my library again.)
