Not to be unkind, but they're wrong. That the call does not connect and goes to voicemail means it's a carrier issue.

Your phone does not send calls to voicemail, your carrier does.

I understand your Mom's iPhone doesn't ring. It's on, "airplane mode" is off, the "silent mode" switch on the side is off (not orange), everything basically works but phone calls go straight to voicemail. Is that correct?

Simple first step, have your Mom restart her iPhone: Restart your iPhone - Apple Support.

It happens sometimes but it's definitely a carrier problem. The iPhone drops off their network for reasons unknown. Restarting it causes it to check in again.

Darn. Does anyone's calls go through?

Perhaps the iPhone is defective? Some mismatch in its SIM card and the carrier could be responsible. Unfortunately you or your Mom may need to contact them again and I don't wish that upon anyone.

Another suggestion: turn off Wi-Fi calling if it's on.

Tell her to check Settings>Phone>Silence Unknown Callers.

If your new number is not in her contacts, and she has that turned on, you'll be sent straight to voice mail.
