Stuck “downloading messages from iCloud” screen

Ok so Earlier today I went to settings to reset my phone for false iCloud Storage and just mainly because it was acting up & I heard you just need to reset your phone. So once I did that all my apps came back my messages too but no notifications and at the bottom it still says downloading messages from iCloud, and it’s been almost 9 hours now, and it won’t go away, what do I do..
