Cannot add/modify system or root dir files even though I'm logged in as root user

I cannot add or otherwise modify files in the root directory (/) such as bin even though I have root user enabled (password set) and am logged in as root. I am running macOS Catalina 10.15.1. The file/folder info says I (root) have read & write access. How can I make changes to these files? I went through all the proper steps in the support article on how to enable the root user and login as root.
