in this article it says game center on android. Is there a way i can download game center for android?

OK, the key bit here is that you need to be using iOS 13 or later.
If you receive a friend request for Game Center, you need an iPhone, iPad, or iPod touch with iOS 13 or iPadOS 13 to accept it. You can't accept friend requests on earlier versions of iOS or Android devices.
Game Centre friend requests will generate an email which you might receive on any device or computer that you own, but you can only use the accept request mechanism in iOS, and Game Center only works in iOS or compatible Macs.
