Can I take my iPhone XR to apple to get it factory rest and cleared to activate
I need my iPhone completely reset and unlocked can I take it to the apple store

Yes, you can do that. Are you seeing an Activation Lock or do you just want to do a factory reset?
For a factory reset.
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.
For an Activation Lock.
If you are the original owner, contact Apple. Apple can remove the Activation Lock if provided the required paperwork. Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)
