Used Phone, I can only use wifi.

I just bought a used phone of iPhone X, the previous owner lied to me. He said the phone has no fault and so on. Turned out that this phone has been bypassed due to iCloud lock. Now i only can use wifi. I cannot make/receive phone calls, send/receive messages, using the internet data. Can someone help me? :(

If you are seeing an Activation Lock and the previous owner won't remove the phone from their account, the phone is worthless.
