Is there a way to enable "sticky keys" permanently?

I am a physically disabled, pencil-in-mouth typer that needs to have "sticky keys" on at all times. I'm a fairly new user of a MacBook Pro, and was wondering if it's at all possible to have this feature permanently on. Anytime I'm at the start screen, attempting to log in with my password (needing the Shift key for it), "sticky keys" seem to disable after every shut down. Is there a way to fix this? It's becoming very annoying having to toggle them back on over and over.

I believe the OS has to be loaded before Sticky Keys takes effect. That means you would have to set your Mac to automatically log in for them to be "permanently enabled". The other option would be to change your password to one that doesn't require the Shift key.
