If unused and not charged, the Pencil battery will be dead. Recovery is very unlikely.
The tiny internal Li-ion battery is susceptible to permanent/irreversible damage through being left discharged for long periods. Even some “new” pencils have been known to exhibit signs of failure out-of-the-box if they are “old stock”.
It is essential that if you have an Apple Pencil that you charge it regularly - whether used or not - so as to protect the battery from deep-discharge. Do not allow a pencil to remain in low-charge state for any period of time - as the internal battery will fail, rendering the Pencil useless.
If the Pencil Battery has failed, the only remedy is to replace the Pencil. If purchased directly from Apple, if the battery fails and is within its one-year warranty, Apple will generally replace the Pencil.
Whilst resurrection of the dead is unlikely, but always worth a try, I hope this information proves to be helpful.

The battery may be ruined. Batteries in iDevices like to be charged and used and do not respond well to lengthy periods of being ‘flat’.
You may want to try for longer, by that I mean let the pencil charge for 12 hours or more and see if it has any signs of life. If not then you may want to make an appointment at an apple store (if open) or authorized service provider and see if they can help you. I don’t know if Apple Pencil batteries can be replaced or not.
