Notifications for shared notes not working

I have a shared note with one other person and am not receiving notifications when they edit the note and vice versa. I have tried the following troubleshooting steps:

• Cloud data is set to push (as per previous thread here)
• running latest iOS (13.6)
• background app refresh allowed for notes
• notification settings allowed for notes
• power-cycled the device
• Hide alerts is NOT selected
• I did receive one successful notification via apple watch when the note was first shared, but no notifications since.

Any help would be greatly appreciated, thanks!
