iCloud, I can see how much space is left. And there is plenty of storage left, so I am not running out of it. Once I click 'manage storage', I can see a spinning wheel and that's it. After about one minute it will stop, but it does not show anything.

Force close the settings app.
Turn off WiFi.
Shut down the phone.
Restart the phone.
Turn WiFi on again
Go to Settings>Your Name>iCloud>Manage Storage and see if it works.
