How or can I get pictures back that I didn’t have backup for my pictures

Have you checked the Photos app and if syncing with iCloud, iCloud.com/Photos using a computer browser for a Recently Deleted album?
If syncing with iCloud, do the photos show at iCloud.com/Photos using a computer browser? If so, try Settings/Your Name/iCloud and slide off syncing. Wait a few minutes and then slide syncing on. Allow time for syncing to occur. The photos sync is very, very slow.
Last resort - have you tried signing out of iCloud, restarting the device, and then sign back in?
