Apple Music without a sim card

i got Apple Music today and i don’t have a SIM card. everytime i try to add music to my playlist it tells me to sync all of my accounts from every device which i have already done but it still won’t allow me to add music to my playlist. everytime I try to turn on the iCloud syncing in settings the switch turns to green but when i close settings and go back to it it turns off again. i am wondering if i need a SIM card to do this or if there is another problem?
