If you follow the steps, it happens. But if you're resetting the SMC to solve a problem, it may not do that.

If you skip

step one: power off your computer

... and do the rest of the keyboard procedure for your T2-equipped MacBook Pro 13-in 2019 model, you will see a transition as you correctly perform the procedure. (This way is hard on your computer, and should not be used routinely.)
