iPhone 11 iOS 13.6 SMS/Call Reporting

I would like the ability to report spam or phishing SMS messages I receive. I researched this capability and the only information I could find was within Apple's Developer Forum (https://developer.apple.com/documentation/sms_and_call_reporting/sms_and_call_spam_reporting), which only provided information on developing 3rd partner extensions.

I viewed my settings, Setting > Phone > SMS/Call Reporting and the "None" is checked and I can't make any changes. Does anyone have any suggestions on how to enable this function as a basic iPhone users?
