iMessage, pics and vids, and iCloud backup

I’m trying to clear up some space in my iCloud storage and it looks like if I have my iMessage set to backup that it stores pics and vids on there too. So e.g. if my wife sends me a video, that video is backed up.

What I’m wondering is if I send her a video in iMessage, am I “double billed” so to speak with that video stored from my library and that video stored in iMessage?

First paragraph - if using messages in iCloud - Keep all your messages in iCloud - Apple Support, then your messages are stored in iCloud and synced across all devices. It's not considered a part of the backup as this is what iCloud backs up - What does iCloud back up? - Apple Support.

Second paragraph - No, you're not "double-billed".
