Iphone XS Max resetting every 2:50 seconds???

Has anyone experienced their Iphone XS Max resetting every 2 minutes and 50 seconds exactly? The phone works fine when not resetting. It simply turns off and on again. It is on the current software 13.6. I am unable to do a hard reset because the phone disconnects when the reset occurs. The restore function takes longer than 2:50 seconds.
