Specifically the section labeled "Delete history, cache, and cookies," is what you're going to want to follow.

Rid of this through a Non-Mobile Device:
Perform the following two steps:
I. On Mobile Devices: Associate this device with iCloud, by enabling Safari (the second-item- down) in iCloud settings.
Next...
II. On Non-Mobile Devices: Enable Safari on your iCloud settings in System Preferences on a non-mobile device associated to the same Apple ID. Then, clear all the history on your non-mobile device.

As a Result: The 4GB taken up by Documents & Data should be no longer appear there, due to the delete of both devices being synchronized with the same Apple ID.
Did that and nothing happened, still taken up by 4 gigabytes of storage
How long will it take for the 4GB taken up by Documents & Data to no longer appear?
