How do you drag files or Dock Icons in Catalina?

On my old MacBook Air, I just simply click once on a file/dock icon, then hold down trackpad down for a second over the file icon, and start dragging to where I need the file to go.

For Catalina, dragging does not seem to be possible. I already tried changing the settings for the trackpad to "Tap with Three Fingers" under "Look Up & Data Detectors" feature.

I unchecked the box for "Look Up & Data Detectors" and it fixed the drag and drop feature in Finder.

However, it does not help with drag and drop in the dock yet. The moment you try to "hold" the dock item by clicking down slightly, a menu pop ups. Once in a while, I get lucky and the dock item drags for a second.
