Ok I have a solution that was causing this for me.
The culprit: OneDrive.
In the photo settings the second checkbox about sharing photos has a folder location. This happened to be (for me) a OneDrive folder that didn't exist. As OneDrive is pretty crap in general I decided to remove it completely in favour of other cloud drives.
You could also just choose a different location that is actually on your PC for the photo sharing folder.

I uninstalled Microsoft "iCloud" and re-installed Apple iCloud from Apple site... problem solved!
Like I and another said: Downloading "iCloud from the Apple site resolved the issue...
I was also having the same issue.
below in this comment i read one guy saying culprit is One Drive.
Actually he is correct, when i delete my one drive my icloud photos are working perfectly.
I dont know how but it wroks.

How on earth is this issue "solved" when all of the answers in the thread all say the problem is still persisting.
The issue isn't solved and Apple and Microsoft need to get their poop in a group and get this annoying issue actually solved and not just closing the report because someone doesn't appear to want to do their job.
I restarted several times and the problem persists. Error87

Your post is not helpful and it does not fix this issue. There is another solution already given in this thread (to just download iCloud app from Apple site for Windows 7 or 8) which only means the iCloud app for Windows 10 is bugged so please fix it !!!

I see that the reply that he marked as "Solved" does not solve the issue (see screenshot below), and no one has replied to your post verifying that that fix actually worked for them nor did anyone even mark it as useful so, I don't think it's exactly clear that that is the solution...

I attempted to uninstall OneDrive (not my first choice) as another post suggested and that did NOT fix this problem. After rebooting the PC again, I unfortunately continue to get this error shortly after startup--with OneDrive uninstalled.
I have the same error and restart does not fix.
