If you are using Mac , opened system preferences > Apple ID icon > iCloud > click on manage > select photo in side bar and click on turn off and delete .

Again click on delete .

And when you sign in with Apple ID and password at www.icloud.com with all credentials and click on photos an error message will be displayed .

However the photos are not yet deleted , from the server they can be recovered from system preferences > click on turn on .
You want that these photos should be immediately deleted from iCloud .com select the desired photos ( hold shift key , click on first photo and the nth photo ) and click on delete , the photos will be moved in recently deleted ( open recently deleted folder ( again select the photos ) and delete them , they are immediately erased from iCloud server .
If you are not receiving mails in iCloud.com , either the mail storage is high , you might have created rules for incoming mails or port settings are incorrect .
