iCloud Photos being disabled — how to stop?

Hi, with Photos on my iPhone and also my Mac desktop: it's telling me that iCloud Photos has been disabled and my photos and videos will be deleted from iCloud in a few days. To avoid this I opted for a bigger iCloud capacity, but still the message appears and the days click down relentlessly. What can I do to stop this?
